If you don't want to buy a complete Arduino board but are just looking for a pre-programmed ATMEGA-8 then I have some for sale with the Arduino bootloader already programmed in. Plug into your breadboard, add a crystal or resonator and away you go. This will save you money if you are making up your own Arduino runtime board or building an Arduino using veroboard, matrix board or making your own PCB.
